Collaboration across Nations: Context and Dynamics

Collaboration across cultural and national boundaries has become a means to address critical global problems. This paper presents a case study examining the dynamics and processes that participants used to support transnational collaboration in the policy areas of public health and environmental protection. The case studied is AIRNow-International Shanghai, a collaborative project between the US Environmental Protection Agency and the Shanghai Environmental Monitoring Center in China regarding air quality monitoring and reporting. This paper describes the influences of the separate Chinese and American contexts on the participants and their interactions, and identifies the ways in which they bridged many types of contextual distances to produce results. We give particular attention to the ways in which their work was influenced by differences in culture, political systems, intention, organizational considerations, relationships, knowledge, resources, location and technology.
